City Council
The City of Leonard is a Texas General Law- Type A municipality that operates under a council-manager governing system. Regular Council Meetings are held on the second Tuesday of each month at City Hall beginning at 6:30 P.M. The public is always invited to attend or watch live on Facebook.
Elections are held annually. Council positions are "At Large". Three At Large Council members are elected on odd numbered years and two At Large Council members, along with Mayor, are elected on even numbered years.
Section 22.032 of the Local Government Code lists the qualifications of members of a governing body.
Mayor
(a) To be eligible for the office of mayor of the municipality, a person must be a registered voter and must have resided within the municipal limits for at least the 12 months preceding the election day. For purposes of this subsection, residency in an area while the area was not within the municipal limits is considered as residency within the limits if the area is a part of the municipality on election day.
City Council Members (Aldermen)
(b) To be eligible for the office of alderman of the municipality, a person must be a registered voter and must reside on election day in the ward from which the person may be elected.
